Congress The national, or federal, legislature of the USA, consisting of two elected chambers: the Senate and the House of Representatives. Unusually powerful for a modern legislature, Congress can initiate legislation, and significantly amend or reject presidential legislative proposals. For a bill to become law it must be passed in identical form by both chambers and signed by the president. A presidential veto may be overturned by a two thirds majority in both chambers.
